Takes an array of items and a value and returns a new array with the items that match the given value

Parameters
- items: readonly ItemType[]
  the items to sort
- value: string
  the value to use for ranking
- options: MatchSorterOptions<ItemType> = {}
  Some options to configure the sorter
Returns ItemType[]
- the new sorted array
